Here’s an alternative for the expensive kitchen scrap program - purchase a Green Cone Food Digester.
It takes all your kitchen scraps and turns them into a liquid that is beneficial to the soil. You don’t have to buy brown recyclable bags, or turn the scraps over, or clean it out. It is installed in the ground (requires some digging), is impervious to vermin and other nasty things and gives off no odor.
I installed one last week and figure it will pay for itself in a year. You can get them from Victoria Compost Education Centre, 1216 N. Park Street,Victoria. 250-386-9676.
