Oak Bay approves $6M bid for Estevan water infrastructure job

Work along Estevan Avenue and Lincoln Road expected to start in August

The district awarded its Estevan storm sewer and outfall replacement to the lowest of seven bids during a Jan. 20 council meeting.

The project includes installing more than 600 metres of new storm sewer, 200 metres of new sanitary sewer and 126 metres of new water mains along Estevan Avenue and Lincoln Road.

Based on the size and complexity of the project, it was determined that the appropriate way to deliver this project was through an external contractor, according to a staff report.

Don Mann Excavating was awarded the work with a bid of just over $6 million. The company has worked for the district before, most recently on the Kings Road project in 2020.

The project is funded through a number of avenues in the budget, road rehabilitation, storm sewer rehabilitation, sanitary sewer rehabilitation and water main replacement. An unspent $2 million from the 2024 Storm Sewer Rehabilitation budget, for the work intended to occur last year, carries forward to 2025.

Staff “didn’t find the spread was unreasonable” between the seven tenders, Steve Rennick, the director of engineering and public works, told council.

The Mann bid came in 10 per cent below the highest bid.

Work is expected to start in late February or early March.
