It certainly looks like some people are feeding at the trough.
Council and/or a select committee may not be the best people to do the hiring at city hall. When you don’t have the experience, admit it.
Some poor choices made here, I think. And you wonder why people get angry at the goings on at city hall. You shouldn’t have hired a person without the experience needed to do the job.
