I would recommend that any person wishing to understand the human effect on the natural variation of climate look at the following You Tube video: youtu.be/xgNxF2HlN3w.
This video clearly shows the difference between climate change caused by earth orbital mechanics which has always been there and human-caused earth warming leading to climate change which acts over the span of perhaps a hundred years.
For the effect of taxes on human behaviour please consult economists.
